This declaration of War does not include Frankland.

I take the case of Brazil. The Country has been bankrupted after the South Pacific War and own GBs for losses of ships belonging to the UAR.
We finance a Referendum in that Country, if the votes are in our Favor.
Why would it be necessary to invades?
Answer; You have a valid point. If the Referendum is in your favor, the Council will support that decision, but other Countries, may have a different point of view and should also be allowed to vote.
